    Solution

When setting the Image Stabilizer make sure the camera's mode dial is set to <> (Still Photo) or <> (Movie).
The Image Stabilizer function can be used on lenses which include a built in Image Stabilizer, such as the EF-M 18-55mm F3.5-5.6 IS STM. This feature is indicated by the abbreviation 'IS' which appears in the lens’ name.
    NOTE
When 'IS' is included in the title of a lens, it indicates that the lens is equipped with an Image Stabilizer (IS). When you use the IS lens’ built-in Image Stabilizer, camera shake is corrected to obtain a sharper shot.

Set the Mode Dial to Still Photo or Movie
The [Image Stabilizer] menu option will not be displayed when the shooting mode is set to < > (Scene Intelligent Auto) as seen in the image below.

To display the [Image Stabilizer] menu option, set the Mode Dial to <> (Still Photo) or <> (Movie).

Attach an IS-equipped lens to the camera
    (1) EF-M Lenses:
For non-IS lenses, such as EF-M 22mm F2 STM, the [Image Stabilizer] menu option will not be displayed.
For lenses equipped with an IS feature, such as EF-M 18-55mm F3.5-5.6 IS STM, refer to the following procedure to set IS.
At the time of purchase, the [Image Stabilizer] option is set to [Enable].

    1. Press the <MENU> button to display the menu screen.

    2. Under the [ ] tab, select [Image Stabilizer].

    3. Select [Enable], then press the <MENU> button to close the menu.

    (2) EF Lenses:
The Mount Adapter EF-EOS M is used to attach EF lenses to the EOS-M. When an IS equipped EF lens is used, the setting will be made with the lens instead of the camera’s menu.

The Image Stabilizer will operate when the lens’ <STABILIZER> (Image Stabilizer switch) is set to <ON> as shown in the bellow image.
Non-IS EF lenses do not include a <STABILIZER> (Image Stabilizer switch).

    IMPORTANT
    • The Image Stabilizer cannot compensate for a blurred shot caused by a subject that moved.
    • For bulb exposures, set the IS to <OFF>. If <ON> is set, Image Stabilizer incorrect operation may occur.
    • The Image Stabilizer may not be effective for excessive shaking such as on a rocking boat.
    NOTE
    • The Image Stabilizer works in all focus modes.
    • When using a tripod, you can still shoot with the IS set to <ON> with no problem. However, to save battery power, setting the IS to <OFF> is recommended.
    • The Image Stabilizer is effective even when the camera is mounted on a monopod.
